The Massachusetts National Guard is strategically positioned to establish a Homeland Security Institute on the Massachusetts Military Reservation (MMR), Cape Cod, in order to build the next generation of National Security professionals by providing leading edge training and doctrine for Defense Support of Civil Authorities.

In 2004, a Congressionally-funded feasibility study concluded the Massachusetts Military Reservation was an ideal location for a regional homeland defense/ security training center.
